From proposal:

source of term: Oxford Companion to Children's Lit., 1984 (p. 537)

"Toy book, a term used particularly for a type of PICTURE BOOK which became popular in Britian in the mid-19th cent. The format was eventually fairly standard, a large, almost square page (often 10 1/2 x 9 in.) with six or eight COLOUR pages sometimes interspersed with pages of text (though usually there was very little reading matter). The covers were of paper and the eriginal pricing was generally sixpence, or a shilling for an 'indestructible' version printed on linen. ... Toy books needed huge print orders to keep their price low; Geogre Routledge alleged that he would only begin to make a profit on a title if he sold more than 50,000, and a first print order of 10,000 was common. Collections of toy books were often bound up and sold in one volume."
